Regular Meeting Notes 6-5-24 (2024)

At the beginning of the meeting, Mr. Shane Cheatham, the recently appointed Regional Director of the Northwest Region within the Office of Governor Jeff Landry and the Office of Rural Development, provided a brief overview of his responsibilities and role to the jurors. “I am the liaison between the Governor’s Office and all the municipalities in northwest Louisiana, from Lincoln Parish down to Natchitoches Parish and everything in between. I am genuinely excited about the opportunity to assist them in connecting to state funding or grants that may be available and to be a vocal representative for northwest Louisiana,” said Mr. Cheatham.

During the meeting, Mr. Glenn Benton spoke about the Capital Improvement/Building & Ground Committee meeting that discussed relocating the History Center from its current location to the Central Library. Representatives from Prevost Design recommended Dorian Design Group of New Orleans to oversee the design, with costs ranging between $900,000 and $1.1 million dollars. The cost of facilitating this move has already been budgeted.

Parish Administrator Butch Ford presented plans to repurpose the old Central Library spaces for a new Bossier 911 Center and to relocate the Bossier Library Administration Building from Shed Road to this site.

Highway Department Director Kevin Gay presented a video showing work crews picking up debris from last month's storm.

In other business jurors:

Approved the bid from the Bossier Press to be the Official Journal of the Bossier Parish Police Jury from July 1, 2024, through June 30, 2025.

Passed a motion to combine agenda items 8-11 to award the bids for Surplus Property, Tax Assessment Numbers 103528, 105964, 104163, and 103917.

Approved the recommendation by the Bossier City-Parish MPC of the application of Michael Kelsch, Raley, and Associates, Inc., to change the zoning classification of a certain tract of land, nearly 200 acres, from Residence-Agricultural District to Residential-Low Density District, for a proposed residential subdivision.

Approved the recommendation by the Bossier City-Parish MPC of the application of Andrew Querbes, Vintage Realty, for a Conditional Use Approval for the sale of high and low-content alcohol for off-premises consumption at a C-Store located at 4890 Benton Road.

Approved the recommendation by the Benton MPC to re-subdivide three lots that are nearly 3 acres in the proposed development of Cypress Bay.

Passed a motion to schedule a public hearing on July 3, 2024, to consider the adoption of an ordinance amending Chapter 58, Health and Sanitation, Section 58-4 of the Bossier Parish Code of Ordinances, to add penalties/fines for appearing before the Property Standards Board of Review and condemnation hearing more than one or more times.

Approved a resolution proclaiming May 22, 2024, as National Maritime Day.

Approved to consider the reappointment of Mr. Kirk Armitage and Mr. William Altimus to the Cyber Innovation Center Board for five-year terms each, to expire July 1, 2029.

Approved to reschedule the July 17, 2024, Regular Meeting, Finance Committee Meeting, and Consolidated Waterworks/Sewerage District No. 1 Board of Supervisors Meeting to July 24, 2024, due to the National Association of Counties Conference.

Approved a division order with BPX Operating Company for MLJ LLC 6-16-10 H-1.

Approved authorizing the Bossier Parish Police Jury to enter into a lease agreement with Aethon United BR LP and PEO Haynesville Holdco, LLC, to lease certain mineral interests covering portions of nearly 14 acres of land on Pine Hill (Goat Hill) Road, Williams Way, Goat Hill Road, and Ebenezer (Goat Hill) Road and Hill Top Drive.

Approved a recommendation to hire Claiborne Sharp Professional Audio to install acoustic panels in the new Bossier Parish Central Library meeting room. This item is subject to legal review by the parish attorney.

Approved the Multi-Jurisdictional Consortium Agreement for the Seventh Planning District Consortium Workforce Development Board.

Approved an amendment to extend the Research Agreement of July 29, 2019, with a one-year extension, between Louisiana State University Shreveport and Bossier Parish Police Jury to conduct a study entitled Bossier Parish Groundwater Monitoring Project.

Adopted a resolution authorizing an amendment of the Land and Water Conservation Fund State Project Agreement with the Louisiana Department of Culture, Recreation, and Tourism, Office of State Parks, Division of Outdoor Recreation, Bossier Parish Park Improvements for the Parish Camp Boat Launch Improvements.

Approved a request from the property owner at 1102 Keystone Circle, Bossier City, LA, regarding drainage improvements on their property, subject to parish inspection and approval.

Approved the adoption of a resolution authorizing the Parish of Bossier to join with the State of Louisiana and other local governmental units as a participant in the Subdivision Settlement Participation Form(s) of the Kroger Co. Settlement Agreement.

Ratified and approved a Consulting Agreement between Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier and John M. Thornton

Approved the proposal from Neel-Schaffer, Inc., for Traffic Signal Upgrades in Police Jury Districts 3, 5, 6, and 8.
